A disillusioned journalist at a failing newspaper in Glasgow, John Fallon sees Scotland breaking into several autonomous city states following a second failed independence referendum. Fallon searches for his son, Roland, who has gone missing after a student protest became a violent conflict with the recently militarised Police. As he searches, he finds a trail to the city leader and his shadowy advisor.

Meanwhile in outer space, a boy wakes to his childhood dog Kim, who acts as his spirit guide in the afterlife. Together they journey to where the dead go, where the boy hopes to reunite with his mother. As they uncover information that leads to an impossible decision, John Fallon discovers it is more than the future of one nation at stake.
